I'm afraid transiting to upower 0.99 does not fix this bug -- in fact,
it's its very cause (that's why I reported this against upower not
xfce4-session).  As you can easily check, a non-systemd setup will not
allow suspend or hibernate, while restoring a snapshot that uses upower
0.9.23-2+b2 makes it work again.

As upower 0.99 drops support for suspend and hibernate, relying on it to
provide said support is futile.  If you want to use 0.99, it must be
provided by some other means, such as calling pm-utils directly.
