I upgraded the working system and indeed the issue started to come up
again, now also displaying "failed to execute login command" before
going to the login screen when trying to reboot or shutdown.

I suspected one of these updates / installations to cause the problem,
but unfortunately I couldn't find any downgrade that made it work again:

Now the bad / good news (you decide): The problem is 100 percent
reproducible with Jessie Beta 2, Xfce and sysvinit.

Just install the beta in a fresh VirtualBox machine selecting Xfce as
the desktop environment. Remove systemd-sysv in favor of sysvinit.
Reboot (this one works since systemd is active) and you won't be able to
reboot again. :(

Since the installer sets up lightdm, this means it has nothing to do
with SLiM.
