The line:

   if (xfconf_channel_get_bool (channel, "/startup/gpg-agent/enabled", TRUE))

It means that it checks the Boolean variable and defaults to TRUE
(when no definition).

    * xfconf_channel_get_bool:
    * @channel: An #XfconfChannel.
    * @property: A property name.
    * @default_value: A fallback value.
    * Retrieves the boolean value associated with @property on @channel.
    * Returns: The boolean value, or, if @property is not in @channel,
    *          @default_value is returned.
