Without policykit-1-gnome you're unable to open programs like GParted, 
Synaptic, mount drives, run updates from Package Updater, etc. without 
manually typing gksu(do). The description of policykit-1-gnome reads:

 > This implementation was originally designed for GNOME 2, but most
 > GNOME-based desktop environments, including GNOME 3, GNOME Flashback,
 > MATE and Cinnamon, have their own built-in PolicyKit agents and no
 > longer use this one. The remaining users of this implementation
 > are XFCE and Unity.

I interpret this to mean that Xfce (and Unity) should in some way depend 
on policykit-1-gnome to prevent users from being stuck with a 
half-working system.
