Note that this is only about enabling the at-spi bus so it is ready for
any screen reader to be started, it is not about actually starting the
screen reader. So one could want to disable it only if there are bugs
with the at-spi bus.

Apparently upstream didn't take care of defining something to
disable it. gdm's usage is to use a gsettings, but I guess
lightdm's preference would rather be to add a configuration item to
/etc/lightdm/lightdm-gtk-greeter.conf?
