Dear Maintainer,

The current debian stable version of xfwm4 raises windows on click that do not have a titlebar, even when the "raise on click" option is disabled.

To reproduce, disable "raise on click", then open a terminal window, and don't maximise it. Run xeyes (the quickest and easiest way to get a titlebar-less window), and overlap the two windows. Note that to raise the terminal window, you have to click in the titlebar, but to raise the xeyes window you can click anywhere in it.

This is particularly a problem for Chromium windows, that are naturally titlebar-less.

Correcting this problem does not remove the ability to raise titlebar-less windows, because you can still Alt-click or click on the taskbar.
