Keybindings are done by the desktop environments (XFCE in this case),
not by pulseaudio. So this looks like its an issue in XFCE

This should not be necessary, as pulseaudio ships a similar
configuration in /usr/share/alsa/pulse-alsa.conf

This shows pulseaudio is working correctly, so the bug appears to be
in the xfce<=>pulseaudio communication. I'm reassigning to xfce4
metapackage, as I do not know what component is responsible for
responding to the mute button event.
