I suppose that this is unintentional, for 2 reasons:
  * The reboot/poweroff menu is one of the most important ones.
  * The 2.0.3 display looks ugly.

I wonder whether it has been tested with the default configuration.

Related to that, there's the upstream bug:

It is rather old, but it seems that Debian skipped some versions.
It is said:

Overview of changes in lightdm-gtk-greeter 1.8.6:
    - Panel layout now fully customizable
  * Required configuration changes:
    - host and clock labels are indicators now, new default panel layout:
      indicators=~host;~spacer;~clock;~spacer;~session;~language;~a11y;~power

And 1.8.6 has never been in Debian, where one has 1.8.5-2 followed
by 2.0.0-1. Perhaps 1.8.6 has come later and its features merged in
2.0.3.

At <https://launchpad.net/lightdm-gtk-greeter/2.0>, 2.0.3 is described
as "Bugfix and translations release". This is clearly not the case.

In 1.8.6, ~a11y was apparently still available as mentioned above.
