OK, done. Confirmed working. All symptoms gone.
I thought that would be totally obvious so I initially didn't even brother reconfirming it for this case.

I wouldn't know exactly what needs to be changed but I know it's all caused by systemd.
It's a whole herd of problems all related to privilege escalation. Mounting removable media, network-manager, etc. etc.
Now that I've confirmed this it's quite clearly not an issue with light-locker.
