[Pkg-xfce-devel] Bug#853126: non-UTF8 install of Debian displays empty menu titled "[language_code]"

I just did a fresh install of Debian with desktop environment Cinnamon
selected in tasksel. That pulled in lightdm as the default display
manager. After reboot I was then greeted with the attached screenshot,
featuring a language menu that's empty (if I click on it, I don't get
any entries) titled [language_code]. That seems somewhat broken.

Apparently from my preseeded installation (locale=en_US on d-i's command
line) I got a single locale generated in /etc/locale.gen: en_US
ISO-8859-1. (Which seems to be unfortunate in itself, it should likely
default to UTF-8 instead.) And indeed, when I add en_US.UTF-8 to
/etc/locale.gen, run locale-gen, and restart lightdm I ended up with a
functional language menu (screenshot attached as well).
