Yes. I have installed the libvorbis0a_1.2.0.dfsg-3.1_armel.deb and libvorbisenc2_1.2.0.dfsg-3.1_armel.deb packages from
that site, and the file now encodes and plays without problem.

$ oggenc 05\ Main\ Theme_Memory.wav
