Bug#613489: libvorbis: New upstream version available

Hi,

upstream has released version 1.3.2 and I have heard rumors that the
currently packaged version 1.3.1 has problems in connection with
mp3splt.  It would be nice if you would provide the new upstream
version.  If this is not possible for some reason I would ask the
person who told me about problems with mp3splt to file a proper bug
report.
