Packaging libtiger

Hi,

I've started playing around with libtiger, the Kate rendering
library[1], and noticed that it's not packaged. I'd very much like to do
so, but I thought it would be a good idea to run it by this list first
since this list maintains lots of other Xiph-related stuff, including
libkate.

If nobody ITPs libtiger in the next couple of days (or if someone tells
me to just go right ahead), I'll package it.
