I did test in a minimal environment (sbuild) and pkg-config seems to be
the only thing missing.

I have sent a non-maintainer upload to the DELAYED/2 queue using the
attached patch. vorbis-tools maintainers, please contact me if you need
this to be cancelled or rescheduled.
