Mailing list is now moderated for non-subscribers (Was: Call for help with fixing Xiph packages in Debian)

This was fixed today.  I've gained admin access to the list and added
myself and Martin as moderators.  Both lists are now closed for
non-subscribers, which are held for moderation.  This should slow down
the stream of spam to the list.
