How should we update the uploaders list

I guess it is time to implement this change.  I've updated libvorbis,
removing Peter and adding Ralph.  I used the @thaumas.net, not the
@xiph.org address, hope this was ok.  I did not upload yet, as I did not
see the uploader change vital enough to justify a new upload right now.
If the autobuilder problem do not solve itself in a few days, I will
upload anyway to see if the next autobuild work as it should.
