Bug#873276: liboggz: Make source package bootstrappable

Since liboggz and vorbis-tools both Build-Depend on each other, there
is a cycle here that needs to be broken for the packages to be
bootstrappable.  Probably, if debian/rules were fixed to respect
DEB_BUILD_OPTIONS=nocheck, then the Build-Depends for liboggz could be
adjusted to "..., vorbis-tools <!nocheck>" which would break the
cycle.
