About this: it's not really handy to flip / flop dpatch dependencies as
soon as there is the need of at least one patch / there is no need for
patches. Having the dpatch dependency it's basically always useful, for
example in the case someone needs to perform a NMU, so that she can just
put the patch under debian/patches/.

Can you please leave it there?

PS ... and yes, I know, I'm not a big fan of dpatch either :), but
either that or quilt or whatever is good to have in place ... until
dpkg-* supports patches itself.
