I've rewritten copyright file based on the output from cme, and it now
include copyright years.  Running 'debmake -k' do not expose any
forgotten license.

The cme generated file tried to separate files with CDDL 1.0 only and
CDDL, but as far as I can tell, the difference is purely academic and I
did not include the separation.  For arcstat I had to track down the
copyright years by checking github.  To see what I changed compared to
the cme output, run 'diff -ur debian/copyright.cme debian/copyright'.
