It breaks other packages installation/removals, so it is definitely RC.

I think that's the problem: the instances are purged, so no zopectl is
available for them. Could you please try this new release (not yet
uploaded) of zope-common?

Hopefully it fixes your problem. If not, a tarball of your
/var/lib/zope2.7/instance/default (removing your Data.fs) would help the
debug.
