zope-quotafolder: fixing debconf l10n

Hello dear Zope team,

During my blitz l10n NMU campaign, I went on zope-quotafolder.

Apparently, this package fails to be maintained and did not switch to
the Zope packages policy which you have established, if I'm correct.

Just for the sake of it, and to give translators the credit they
deserve, I will NMU it to fix the remaining l10n bugs (mostly cleaning
out). Anyway, #399213 prevents it to enter testing.

I just wanted to warn you people about this so that you're not
surprised. I know this is mostly useless work but it doesn't cost
much..:-)
