new post-commit hook

Heya,

I've replaced the old commit-email.pl/ciabot_svn.py stuff in our svn's
post-commit by svnmailer, which is configured to feed cia and send a bcc
mail to packagename_cvs _at_ packages.qa.d.o.

Please let me know if you find any problems. I didn't test it yet as I
have nothign to commit, but it should work fine.
