+1 for the latest stable 1.1.x version.

I doubt we should leave any package at an older version but I'll defer
to the opinion of Gediminas who probably knows more at this point.
If anything we may need to go beyond the versions in ZTK 1.1.x for some
packages (like zope.testbrowser).
