Dear maintainer,

I've prepared an NMU for python-tz (versioned as 2016.7-0.3) and
uploaded it to DELAYED/2. Please feel free to tell me if I
should delay it longer or cancel it.

See attached patch, which is very heavily based on what Graham Inggs
attached. (Graham, if you want to NMU this yourself, I'm happy to step
aside.)
