Bug#928150: zope.testing: remove build-depends on zope.exception and zope.interface

Dear Maintainer,

The package build-depends on python{,3}-zope.exception and
python{,3}-zope.interface but upstream no longer uses these packages.
It's hardly a serious problem, but zope.interface has C extensions and
so build-depending on it causes this package to get slightly entangled
in python version transitions.
