  export SGML_CATALOG_FILES=/usr/pkg/share/sgml/catalog 

which produced the desired empty output.

Unfortunately, using this variable for the test made nsgmls throw a
core dump :-/
Which version of nsgmls do you use? Mine came from the jade-1.2.1
package.
So one issue solved, another popped up.
