After installing popularity-contest, the default participation value was
off (I have it set to only ask high priority questions). Debconf
prompted me by email to run:
dpkg-reconfigure popularity-contest
to turn popularity-contest on or off. I ran dpkg-reconfigure, and when
asked if I wanted to participate, I responded "Yes". Even after doing
so, /etc/popularity-contest.conf still contained the following:
# PARTICIPATE can be one of "yes" or "no". If you don't want to
# participate in the contest, say "no" and we won't send messages.
#
# If this option is missing, the default is "no".
#
PARTICIPATE=no
As far as I can tell the only way I can (currently) turn popularity
contest on is by manually editing this file.
