Why are the popularity-contest/intro and popularity-contest/participate
questions separate? This is strange. The participate question should
just supply all the comments from intro and ask the boolean question,
rather than making the user press Enter twice.

I got confused for a second while reading the intro note, and I'm sure
it would be worse for people unfamiliar with Debian. It says "If you
choose to participate ... You can always change your mind after making
this decision ...", and then there's a bare <OK> at the bottom of the
screen. What decision? :) This is poor UI.
