I disagree. If you manually run 'apt-get install popularity-contest'
you should not be surprised that the package is installed. Packages are
not supposed to uninstall themselves (and anyway they cannot).
The problem stems from the fact that base-config force the installation
of the package without warning the user.
What we could do is to reproduce the debconf question in base-config
and make sure base-config do not install popularity-contest if the
answer is no. base-config could fill the debconf db to avoid
popularity-contest asking the same question (maybe by using a shared
template).
