I receive the following error while sending mail to
survey@popcon.debian.org:

As you can see from the current e-mail and you can test for yourself
<kapil@imsc.res.in> is in fact a valid email address. So there is no
reason (that I can see) for the "cannot route to sender" message to
show up.
