I decided to remove the question, based on the fact that it seem
perfectly safe to use the HTTP submission method as the primary
method.  SMTP will be used if HTTP fails.

Existing/old installations installed and configured before HTTP was
made the default will still only use SMTP to submit reports.

The fix is committed to cvs and will be included in the next upload.
