Hello Petter,
I noticed you commited this change without any relevant changelog

I am sure you realize this change cause a major privacy violation to any
one who have set SUBMITURL in /etc/popularity-contest.conf to report
somewhere else than popcon.debian.org.
Anyway since SUBMITURL was not support in Sarge, I will not fix that but
I do expect higher standard.
