So are you suggesting we apply my proposed change to
/etc/cron.weekly/popularity-contest ?

if [ -n "$HTTP_PROXY" ]; then
  export http_proxy="$HTTP_PROXY";
fi

or something better ?

I was not sure if /etc/environment was affecting cronjob, but it seems
to be the case, so this should work already.
