I suspect this might be part of the reason we reach different
conclusion. This is not correct. Debian Edu have our own server, and
we use preseeding to configure the collector URL and the normal debian
package. No need to change the package at all for our part.

Actually, this isn't false for Debian Edu. We start by filling the
CD/DVD with the packages we want, and then fill up with the popular
packages, so the popcon results from Debian is used directly. The
packages we want are hand-picked, but we use the usage numbers from
popcon.skolelinux.org when deciding which user application to keep and
which to drop. So the paragraph is correct for Debian Edu.
I can't speak for the other CDDs.
