Nothing as easy as that:

<form method="get" action="http://qa.debian.org/popcon.php">
<input type="text" length="50" name="package">
<input type="submit">
</form>

That is everything needed. Obvious it could be more beauty and a clear
button is probably an option, but it works.
(OK, I commit that the 'hit enter' part depends on the used browser :)
