This is correct, and documented behaviour.
A lot of files are ignored when counting votes, to only get votes for
packages touched/used by humans (and not daily cron jobs). The vote
count is inaccurate, and we know it. It is as accurate as we have
been able to get it, but can not be used to compare relative usage
across all packages. One need to understand how the vote count work
to do any reasonable comparison.
What do you expect to change based on your BTS report? I have no idea
what you want, and no idea how to solve anything related to it.
