OK. I suspect you are mistaken. Lets test your theory by reverting
the change, and see if the number of submissions drop, stay the same
or increase. If it was a temporary issue, the submission count should
stay stable or increase, and if it was a real issue, the count should
drop in 20 days. What do you say?

Sounds good to me, but lets test the temporary DOS theory first.
Another think we could do is to check how long it is since the last
report, and submit if it is more than a week since the last upload.
If this check is done more than once a day, we might even get some
laptops which are turned on during the night. :)
