Derivatives should be considered on a case by case basis. There are too much
differences between them to consider them as a single group so I am afraid
discussing the issue without a reference to a specific derivative will prove a
waste of time.  We should keep in mind the initial purpose of
popularity-contest.

If a derivative want popcon to report to its own popcon server, then they have to ask
user consent, publish a privacy policy etc. so I think it is fair to require them to
patch popularity-contest so the popularity-contest maintainers are not held
responsible for the privacy the server. The cost of patching popcon is trivial
compared to running the server.
