To elaborate on that:

Is such URL valid if TOR is not used ?
If not and this is implemented, then USETOR=auto will fail if tor is not available,
so USETOR and USEHTTP will need to be decoupled (and a variable TOR_SUBMITURLS will
be needed).

But anyway this can be done in a later release, so it is not an urgent concern.
