Hi,
This was already solved in version 1.62 released on 27 Apr 2015 that will be included in Stretch;
so what you actually request is a backport of this little tweak to stable.

That's a bit high, it's only a "Recommends:" after all, not a "Depends:".
I would have said "minor" or "normal" like in my bug #752504

This "Suggests:" is extraneous, systemd-cron also provides "anacron" virtual package for
other packages that depends on "cron | cron-daemon | anacron" like exim4-base;
because they only need some daily/weekly/monthly processing
and doesn't use crontabs but /etc/cron.{daily|weekly|monthly}/ instead.
