[Popcon-developers] Missing versioned dependency for runuser in version 1.63~pre2?

As I mentioned earlier, I tested the popularity-contest version
1.63~pre2 package, and today discovered that it do not work in Debian
Wheezy.  The reason is that util-linux version 2.20.1-5.3 lack the
runuser program.  It was added in version 2.24.2-1.
