[py3porters-devel] Packages which need work

Paul set up this csv file to map out the python dependencies that Debian
infrastructure uses.  This looks like a great place to start.  We should
run the debgraph script regularly and see where we might be able to
approach automation, but some pruning of packages would be good too.
