[py3porters-devel] Packages which need work

I'm starting to see a few people without packages needing assistance.
I think that is very good and everyone that wants to contribute and
don't know where to start should feel encouraged do the same.
I also created another column(roadblocks) for people with trouble with
any package(or no packages at all) to elaborate on what kind of
assistance they need.
