Hey Paul,
If you're just talking about this particular project (porting snapshot.debian.org from Pylons to Flask), the wiki page is: https://wiki.debian.org/Python/Python3Port/SnapshotToFlask.
When you're ready to dig in just stick your name next to one of the views on the wiki page so we don't step on each others' toes. This email thread is probably as good a place as any to discuss more global changes.
