[py3porters-devel] update on psl-make-dafsa

hey all--

just a note about a not-complex conversion of a part of the debian build
toolchain to py3:

psl-make-dafsa is a python script, part of the cross-build toolchain for
publicsuffix, which is included in most debian installs by way of wget →
libpsl5 → publicsuffix.

I suggested a transition to py3 upstream:

    https://github.com/rockdaboot/libpsl/pull/80

The result is that upstream won't change the shebang line (because other
distros are shipping /usr/bin/python as py3 anyway), so i'll keep a
debian-specific patch for changing the shebang line.

but upstream has imported the changes needed for psl-make-dafsa to run
under both py2 and py3.
