Thank you Chris. This is a clearer answer I was looking for.

I've been using debianbts.py from reportbug for around a year without 
problems. For me, the module running on Windows is very important because 
the basic idea is to have people in internet starved countries be able to 
use Debian and apt. Many such countries still largely run on Windows.

The way I've been using is:
Download Package:
  If Success, Download BugReports for the Package

Attached is the example code I use.

I needed only one of the function to get all my work done. And IIRC, just 
omitting 1-2 modules (reportbug I think), made it run on Windows.

I looked into the python-btsutils module and it looks good. I think I'll 
be able to easily use it. Most of the stuff that I need seems already 
available in debbugs.py and soap.py
The only thing I need more is a way to get the list of bugs for any given 
package. I'll look into it tomorrow.
