[Reportbug-maint] Bug#434749: Behaviour when receiving httplib.HTTPException (was: reportbug: crashes after http timeout?)

Howdy,

Bug #434749 requests that an 'httplib.BadStatusLine' exception (which 
is a subclass of 'httplib.HTTPException') should be caught, and 
"should offer some advice".

Currently, reportbug deals with most network problems by raising a
'NoNetwork' exception. As a preliminary step on this bug in 
'urlutils.open_url', I've added 'httplib.HTTPException' to the cases 
that will cause this 'NoNetwork' exception to be raised.

Is there some other behaviour we should expect from 'reportbug' in 
this case?
