send the patch from the *top level* reportbug dir:

$ head -n2 ../../tmp/reportbug2.diff
--- reportbug.ori	2009-04-11 11:24:11.000000000 +0200
+++ reportbug	2009-04-11 11:25:39.000000000 +0200

so that bin/reportbug would have appeared there.

Please name bugs with a sense: reportbug.diff tells me nothing, and
saving on a temporary dir will confuse what's patch to apply.

you can use git and git-format-patch, that's the preferred way to send
us patches.

I have already debugged this some time ago, if I only can find the
notes :) I found the reason, and it was weird indeed.
