The solution would be to check the attachment file size and to alert
if they are bigger than a limit (to decide), and to check the files
automatically added, like config, debconf file, bugs script and so.

Maybe an additional check should be done at send time, to check the
whole email size to be under a given limit.

that's what severity=wishlist is for, moved to that group now.
