I have been installing this one with apt-get. (apt-get update && apt-get
install reportbug).
The template was not from 4.1 because I was writing the bugreport from
my desktop machine which uses an old version of reportbug but I do my
tests on a virtual machine with sid/reportbug 4.1 as showed by dpkg
above.
